ALL grave violations against the faith and the administration of the Sacraments fall under the umbrella of "Graviora Delicta". Not only sexual abuse of minors. The Pope can make all the canonical changes he wills, but if all remains on paper only and the appropriate action/ penalties are not enforced, the changes are just a smokescreen in the faithful's faces!
