Yikes! When I read the Pillar story on Stika last year, I thought him somewhat immature. The (clearly) desperate need to live with a homosexual predator makes him unfit to continue.
It seems to me (as an ardent reader of women's self-help books) that it is verbally abusive to yell at a person for reporting a dangerous situation, and that it is psychologically abusive to attempt to make a person feel responsible for the fallout of someone else's bad choices, and that therefore there would be some red flags in the distant past that could have been screened for.
There are several Grimms' fairy tales in which a widower seemingly mused "many great step-mothers in my acquaintanceship are organized and ambitious women; therefore, when I am selecting a new spouse I should make sure that in addition to being attractive, she is organized and ambitious; surely then she will also be a great step-mother", instead of "if I want my children to become holy then I should find them a step-mother who is holy." Most of the time, the results will not be shockingly-amoral drama since most organized and ambitious women are not off their rocker, but because of the flawed logic (and, further, by failing to consider man's final end), the strategy relies on the characteristics of the underlying population and is more likely to result in mediocrity than excellence. I expect bishops are chosen in some more principled way.
The enormous sadness is this is not the only Bishop that rules with an iron fist. The Orlando diocese has a Bishop that is anything but a Shepherd of the flock. He is driving people from the Church. Please pray for the Church
