The premise (we need a proactive bishop to evangelize) seems to duck the command we all go and make disciples and doesn't identify any particular limiting factors on priests and laity evangelizing. That said, I would be curious what the historical OCIA trends for Steubenville are over the last 10 years to see if there is a basis to believe that demographics can be bucked. (For that matter, it would be interesting to see what dioceses have the highest OCIA rates relative to the non-Catholic population in the diocese).

I don't know what is best for the Diocese of Steubenville, but I can say that if the bishop wants to tear down the Cathedral in Steubenville, I think it is appropriate given how ugly it looks (I always wonder whether bishops in the past were blind when they picked the cathedrals or when they built them). I am sure Steubenville has plenty of more beautiful churches. I am against the closing of almost any church, but if you have to, start with the ugly ones first and preserve the beautiful ones.
