Great discussion of the "vulnerable adults" topic, gents. You hit the nail on the head: the exercise is all about carving out a category of consensual sexual relationships that are considered not that bad.
Re: your musings about some sort of formal(?) endorsement of human formation or fit & proper persons test for theologians and canonists: Can't believe you want to set up structures and cultures of exclusion to alienate people from the Church.😞 OK, I'm being cheeky but maybe you see what I'm getting at.
Civil lawyers work with “Form” contracts and agreements all the time that are edited to suit particular needs and situations. It makes writing contracts quick and easy.
Could canonists (e.g. The Pillar Institute) create “Form” legislation for dioceses to use as a starting point for issues like this one?
Send the Forms off to PCLT for approval and make it super easy for bishops to sign off on good law.

Pausing in the second game to say WHAT a cool pious tradition ( https://en.wikipedia.org/wiki/Abgar_V )
It's also believed that the Shroud of Turin spent time in Odessa.
