Before judging the wisdom of these measures, I think it would be instructive to see how effective priestly formation has been in the Archdiocese of Buenos Aires in the last twenty years. My guess is that vocations there fell to about zero some time in the first decade of this century and have never recovered. I suspect that the process of formation there is largely theoretical.

Effectively, seminary just got pushed to 8 years for those coming in with a bachelor's degree, 10 years for those without (maybe 7/9 with sufficient tinkering). Given how poorly our culture forms men, and given how much less opportunity there is for today's newly-ordained priests to work alongside elder priests, this is probably warranted. I worry though that many vocations will be abandoned at the stage of sticker shock. I also worry that we are tending toward expecting the impossible of newly-ordained priests: being a finished product rather than a work in progress.
