Regarding the question of why the gospel contains 1:1-4, could it because it's the beginning of Year C with Luke, so it is giving us the intro to they year in a sense? I know Year C started with Advent, but it's our first week with Luke in Ordinary time. just a guess

That was my thought, too. The new lectionary seems to heavily prioritize the sequential reading of Scripture, so if this is the Sunday when they start the sequential reading of Luke, it makes some sense to include that short preface, then skip past all the infancy narrative stuff we already read in Christmastide.

Re. the second reading and its relation (or lack thereof) to the others: I was always taught that it isn't chosen to match the others, but is simply part of our three year trip through the epistles
