To play devil's advocate -- forgive the phrasing -- if the Dallas Charter is primarily concerned with the abuse of minors by (non-Bishop) clergy, would a revision of the Dallas Charter really be the best place to create a "unified document addressing the broad scope of abuses within the Church"?

That would be a good document to have, but I don't know if this is the place to make it. They could spend six months talking about it, but I'm not sure if more consultation would yield anything more than "we want this document to be a different document."

Sounds like Bishop McKnight is willing to have the bishops brought to a stricter standard of responsibility. A lot of the bishops have been ducking their responsibility since the last charter was written.
