The purpose of pre-marriage counseling is to ensure that couples who marry don't divorce. Here you can't get married in the Church unless you have done it because divorce is forbidden. So it's not just some frivolous activity, and truly necessary.
I'm still trying to understand how a secular court has any authority in deciding who is a member of what church, diocese, parish, etc.
